Distinguished, I welcome you all to this historic occasion, the swearing –in of the 4 th legislative council of Amuwo Odofin Local Government. I wish to start by first commending you all for the gallant contest you put up at the penultimate local government elections that brought you on board.

Need I say that the competitiveness of the said elections is a clear indication of the seriousness of the business of grass root governance. However, we give God the glory that at the end it was you and not your opponents that eventually made it to the hallow chambers of the legislative council.



Law- makers, I welcome you all to an era of restlessness and difficulty. I say this because not a few have tacit understanding of the enormity of the task ahead in terms of repositioning our collective heritage ---- Amuwo Odofin L.G.A. To effectively achieve this therefore will require the greatest pool of effort from all active stakeholders, harnessed and geared towards the realization of this goal. It is going to be a time for work, work, and more work.



The next three years is going to be an era of very challenging moments that will task your aptitude and ability as grass root leaders to take critical decisions and make policies that are people-driven. Let us not forget that from the executive to the legislative arm, the major objective is to better the lots of the society translated into improved living conditions for our people.



This interest must override any other as we voyage together in this ship of leadership for the next three years. Consequently, we must work with a common agenda orchestrated by the general interest of the people we represent. The legislative council is the symbol of democratic governance, and the pillar upon which democracy stands, in that it is the representative of the people in government.



This salient fact reveals the sacred nature of your mandate and sensitivity of the constitutional task you are saddled with. As a consequence, I must admonish you to always ensure that in all your dealings for the next three years, the people you represent must come first, and must be an influencing factor in all your decision-making. This is the succinct definition of participatory and representative democracy.



I must also remind you that there is a conscious global paradigm shift from the reactionary posture of the legislature as a tool for distraction of the executive, to a more progressive image of the legislature as an active and supporting partner of the executive in developmental strides.



This new era of legislation has ensured that instead of abusing the constitutional powers of the legislature as watchdogs, legislators now adopt a more engaging approach through the instrumentality of constructive dialogue, discussions, and consultations. We must positively engage the system for the maximum benefit of all.



This administration will be committed to fresh and new initiatives, just as it intends to consolidate on its modest achievements in the last tenure. Some of the major projects we will be looking at will include the building of more schools and Primary Health Centres (PHCs) in the riverine communities and open this said areas for quick socio-economic development.



We have proposed and plans are at the advanced stage to build a multi-purpose office complex and recreation centre to be cited around the First Gate/ Maza-Maza axis of Festac town. This said complex will house office blocks, a five-star hotel, shopping mall, car park and a befitting legislative building with more spacious gallery that will serve our honourable members, on a build, use and transfer agreement between the private investing firm and the local government.



Full and committed efforts will be made to speed up the commencement of the Folasade-Tinubu Ojo International Market at 6 th Avenue, also on a build, use and transfer basis between traders and the local government.



This administration also intends to take decisive steps to address the excruciating problems of dilapidated roads particularly in Festac Town. We all must face the truth boldly on the issue of roads in Festac Town. The federal government had abandoned its responsibility of maintaining our roads, but we the users are the worst it of this consequential neglect. So this government is of the opinion that it is high time we took our fate in our hands.



To achieve this we have proposed a road user charge, a mild charge on commuters ranging from N50-N100/ entry/day depending on the weight of the vehicle. We are bringing in investors to first rehabilitate and upgrade our roads to an agreed acceptable standard, before the commencement of this user charge. It is estimated that a total of N2.2billion will be realized yearly from this venture while we will require a total sum of N28billion to revamp the estate. This fund will be managed by a tripartite party to include Federal housing Authority (FHA), Festac Town Residents Association (FTRA), and Amuwo Odofin Local Government. The fund realized from this venture will be used to maintain our roads, sewage system, drainages and create up to 6000 jobs for our teeming youths. Other estates like the mile 2 environs will also be given more attention from this fund.



These and many more people-driven projects are what we intend to achieve in this new administration, and we will be committed to pursuing this goals with the zeal, dexterity, and passion they require. We are positioned to work tirelessly and selflessly to achieve our campaign promises and bring the dividends of democracy to our teeming populace through a unique blend of vision and actualization. But to achieve this the unwarranted yet avoidable political friction and schism that usually exist between both arms of government should be a thing of the past. A thing line exists between both arms, but both remain structures that must play complimentary roles for success to be achieved, and I repose much confidence on you all to achieve this given the caliber of personalities that will make up this legislative council.



On a final note I will like to use this opportunity to thank all those who have stood resolutely behind this government and made concerted efforts to ensure its success. I must thank the indefatigable national leader of our great party the Action Congress of Nigeria (ACN), Asiwaju Bola Ahmed Tinubu, our action governor, Babatunde Raji Fashola (SAN), our trusted state party chairman, Chief Henry Ajomale, our party faithfuls at the local level, Residents Associations, nationality and religious groups, social organizations, civil societies, members of the press, friends and well wishers, all stake holders of the Amuwo project, and a host of others not mentioned here for lack of space.



At this juncture, I will like to announce the appointment of Miss Ajao, Folashade Sarat as the new Secretary to the Local Government effective immediately, and subject to the approval of the Legislative Council.



Distinguished, I invite you to join me in making history for our their community by legislating for meaningful and sustainable development, as we collectively march towards a brighter rewarding future. Welcome to the dawn of a new era.


By the power conferred on me by the constitution of the Federal Republic of Nigeria, I hereby, proclaim the 4 th Amuwo Odofin Legislative Council.
